Woodrow Wilson's Fourteen Points, a speech given before Congress in January 1918, laid out not only Wilson's response to Lenin's program of revolutionary socialism but alsp his efforts to shape the peace process and make the world safe for democracy. In the spring of 1919 the victorious Allies met in Paris to negotiate the Treay of Versailles ending the first World War. At Paris, the compromises Wilson was forced to make would be rectified once the Treay had been approved and the League of Nations established. [Wilson and the League of Nations]
